Breaking News: Federal officials are drafting an executive order that would help cement President Trump’s ability to control billions of dollars in scientific grants funded by the National Institutes of Health. The order would create a external committee with the power to veto awards that do not conform to Trump’s agenda, people with knowledge of the effort said.
